Since October, 2022 there is no need for a PCR test for foreign nationals, travelling to Russia.
On the complete removal of restrictions on entry into the Russian Federation of foreign citizens and stateless persons
Decree of the Government of the Russian Federation of July 14, 2022 No. 1267 invalidated the Decree of the Government of the Russian Federation of March 16, 2020 No. 635-r and the Decree of the Government of the Russian Federation of March 27, 2020 No. 763-r.
In this regard, from July 15, 2022, all temporary restrictions on the entry of foreign citizens through air, sea, road, rail, pedestrian, river and mixed checkpoints across the state border of the Russian Federation have been lifted.
In other words, the entry of foreign citizens and stateless persons is now possible through any checkpoints, incl. ground.
Please note that the sanitary requirements for foreign citizens mentioned in the Decree of the Chief Sanitary Doctor of the Russian Federation dated March 18, 2020 No. 7 “On Ensuring Isolation to Prevent the Spread of COVID-19” remain relevant. In particular, when boarding an aircraft, including for the purpose of transit through the territory of the Russian Federation, as well as at any other way of crossing of the State Border of the Russian Federation, foreign citizens must have a medical document/test (in Russian or English) confirming the negative the result of the PCR test. The material must be collected no earlier than 48 hours before arrival on the territory of the Russian Federation. In cases where the test is performed in other languages, then a translation into Russian is required, the accuracy of which is notarized by a consular officer of the Russian Federation.
The Decree also cancels the requirement to provide the results of PCR testing for citizens of the Republic of Belarus upon arrival by air in Russia.
In addition, before arriving on the territory of the Russian Federation, a foreign citizen must fill out a questionnaire arriving on the territory of the Russian Federation, the template of which is posted on the official website of Rospotrebnadzor (https://www.rospotrebnadzor.ru/region/korono_virus/naselenie.php?sphrase_id=2645145). Please, be informed that the requirements for the validity periods of PCR tests, which are required from foreign citizens when entering Russia, have been tightened. From 08 December 2021, entry is only possible with a negative PCR test, which was done no later than 48 hours before crossing the border. The test must be still valid at the border cross check point. The test results, performed in English, do not require translation.
