Visas to foreign citizens who share traditional Russian spiritual and moral values

In accordance with the Executive Order of the President of the Russian Federation, foreign citizens and stateless persons who have expressed a desire to move to the Russian Federation from the countries of their citizenship or permanent residence due to their rejection of the policy implemented by these states that imposes destructive neoliberal ideological attitudes may apply for a temporary residence permit without taking into account the quota approved by the Russian Government and without submitting a document confirming proficiency in the Russian language and knowledge of the history and fundamentals of Russian legislation.

The list of foreign states and territories was approved by the Russian Government on September 17, 2024 No. 2560-r. 

For this purpose, Russian consulates can issue single-entry ordinary private visas for a period of up to three months. Upon entering Russia, foreign citizens and stateless persons are required to submit an application to the Ministry of Internal Affairs for a temporary residence permit under simplified procedure.

List of documents required to apply for a visa:

✔️ application application (dk);

✔️ passport or other valid travel document;

✔️ visa application form (filled in at visa.kdmid.ru, printed out and attached to the documents. Attention❗The application form should be addressed to the Embassy, not to the visa application centre);

✔️ photo 35x45 mm on a light background (‘pasfoto’).

✔️ health insurance;

✔️ residence permit valid more than 180 days (if the foreign national is applying for a visa not in the country of his/her nationality).
