In accordance with the Federal Law of the Russian Federation of July 5, 2010 No. 154-FZ “Consular Charter of the Russian Federation”, citizens of the Russian Federation are exempt from paying fees to reimburse actual expenses associated with consular services performed in relation to them.
The following persons are exempt from paying consular fees and fees to reimburse actual expenses associated with the performance of consular services:
1) federal government bodies;
2) individuals - Heroes of the Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory, participants and disabled veterans of the Great Patriotic War, citizens awarded the "Resident of Blockaded Leningrad" badge, citizens awarded the "Resident of Besieged Sevastopol" badge, citizens affected by the Chernobyl disaster, as well as by other radiation or man-made disasters.
